Hon. Enrique V. dela Cruz, Jr., Board Member - Second District
Board Member Dela Cruz or “Atty. Buko” to his friends and acquaintances is another first termer in the 7th Sangguniang Panlalawigan. But unlike his fellow neophytes, this young man, it seems, has more than enough preparation for the expected work of a legislator, looking at his educational attainment. A consistent full university scholar, he finished his Bachelor of Arts in Legal Management in 1996 at the University of Sto. Tomas graduating with honors (cum laude) then finished his Bachelor of Laws, again with honors (magna cum laude), in the same institution in 2000.
In 2001, he resumed his studies and finished his Masters in Public Management at the Ateneo de Manila University, and in the ensuing year, he became a Fullbright scholar at the John F. Kennedy School of Government of
the Harvard University, USA and earned another post graduate degree, Masters in Public Policy.
In 2005, he again finished another degree, Masters of Law (With Distinction) from the University of London as a British Council scholar.
In 2007, he was elected councilor in the Municipality of Baliwag, Bulacan and served his constituents well until his election in the provincial board. Presently, he is partner at the Ponce Enrile and Cayetano (PECABAR) Law Office, Makati City and a law professor at the Ateneo de Manila University, University of Sto. Tomas, FEU-DLSU Institute of Law and at the Bulacan State University College of Law. A two-time “Gintong Kabataan Awardee” in 1997 and 2002, he was also awarded as one of the “Ten Outstanding Councilors of the Philippines” by the National Jaycees in 2006.
He is chairman of the Committee on Ways and Means, Committee on Transportation and Communications and Committee on Justice and Good Government. Recently, he was elected president of the National Movement of Young Legislators (NMYL)-Bulacan Chapter.
