Coming from the pastoral town of San Rafael, Bulacan, freshman Board Member Emelita Isidro Viceo was born on August 17, 1968. A consistent scholar and Dean’s lister in her school days, she finished her elementary and high school at the St. Paul School of San Rafael, and her college at St. Paul College in Manila. She was also a consistent student leader and organizer of various scholastic ang youth-oriented organizations. Later on, she took up Bachelor of Laws at San Beda College and University of the East. At present, she is married to former San Rafael Mayor Jaime Viceo, Jr. and they have only one son, Jaime Viceo V.
As a public servant, she first served as council woman of Barangay Poblacion, San Rafael in 1989-1994, and later as a councilor of San Rafael in 1998-2001. Before her election in the Sangguniang Panlalawigan, she worked asconsultant of different politicians which inlcude Mayor Joseph Estrada (July 2013-October 2015) and Congresswoman Lucy Torres-Gomez (June 2010-October 2012 and June 2012-October 2015). She also worked as a Legal Officer and Acting Chief of Staff of the Chairman of Aurora Pacific Economic Zone Authority in October 2008 – September 2009.
Board Member Emily is also active in various civic organizations, such as the Integrated Bar of the Philippines-Bulacan Chapter, Kababaihang Manananggol ng Bulacan, Rotary Club of Malolos, Hiyas KIDS Foundation (Kabataan Iwas sa Droga), Kaisahan ng Kababaihan sa Kaunlaran sa San Rafael (KAISAKA), of which she was the founding chairman.
The youngest among the four lady board members, Board Member Emily chairs the Committee on Youth and Sports Development, Committee on Justice and Good Government (Blue Ribbon Committee) and Committee on Ways and Means. She is also a member of the Provincial School Board and Bulacan Investment and Incentive Board.
