Vice-Governor Daniel R. Fernando, Presiding Officer
Vice-Governor Fernando, Cesar F. Ramirez, in real life, is a well known movie/TV/stage actor whose stint as a public servant began when he was elected Kabataan Barangay chairman of his own barangay in 1980-1984 where his desire to become public servant first bloomed. Born on May 12, 1962 in Tabang, Guiguinto, Bulacan, Fernando finished his Bachelor of Science in Electronics and Communication Engineering degree at the University of the East in 1992.
Although he was very much involved in his career as an entertainment personality, he never let go of the chance to serve his fellowmen when he has the time and opportunity to do so. But he felt he can do more for his provincemates if he becomes a public official, so he desired to run for an elective position. When the opportune time came, he ran as vice-mayor of his hometown but lost in the election. This setback did not dampen his spirit and when the next opportunity came in 2001, he ran again, this time as board member of the 2nd district of Bulacan and easily won, even garnering the most number of votes which gave him the privilege to become Senior Board Member of the Sangguniang Panlalawigan. In 2004, he ran again in the same position and was chosen senior board member for the second time. In 2007, he ran as vice-governor but lost to Vice-Governor Wilhelmino Alvarado. In the last election, he ran again and won as Governor Alvarado’s running mate.
To hone his skills and prepare for his work as presiding officer of the Sangguniang Panlalawigan, VG Fernando had attended a week-long course on good governance and legislation held at the University of the Philippines.
