Vice-Governor and SP Presiding Officer, Daniel R. Fernando, Cesar F. Ramirez, in real life, is a well known movie/TV/stage actor. He was born on May 12, 1962 in Tabang, Guiguinto, Bulacan. He finished his Bachelor of Science in Electronics and Communication Engineering degree at the University of the East in 1992.

His stint as a public servant began in 1980 when he was elected Kabataan Barangay chairman of his own barangay. And this is where his desire to become public servant first bloomed. Although very much involved in his career as an entertainment personality, Vice-Governor Daniel never let go of the chance to serve his fellowmen when he has the time and opportunity to do so as he always feels he can do more for his provincemates as a public servant. When the opportune time came, he ran as vice-mayor of his hometown but lost in the election. This setback did not dampen his spirit a bit, so when the next opportunity came in 2001, he ran again, this time as board member of the 2nd district of Bulacan and easily won, even garnering the most number of votes. This gave him the privilege of becoming Senior Board Member of the Sangguniang Panlalawigan. In the 2004 election, he won again in the same position and again was chosen senior board member. In the 2007 election, he ran as vice-governor but lost to Vice-Governor Wilhelmino Alvarado. In the 2010 election, he again ran and this time won as Governor Alvarado’s running mate. In the next two elections, in 2013 and 2016, he won by big margins against his opponents.

Aside from his duties and responsibilities as presiding officer of the Sangguniang Panlalawigan, the vice-governor had initiated various projects and programs to alleviate the plight of his less-fortunate provincemates, such as the Damayang Filipino, Pangkabuhayan Mo, Sagot Ko, Paunlarin Mo, Dunong Filipino Legal Mission, Dugong Alay ng Bulakenyo, Damayang Filipino Computer on Wheels, Call Center Training Program and the Medical Mission and Feeding Projects and many more. These projects have helped many Bulakeños to improve their lives for the better.

Now in his third term of office, Vice-Governor Daniel has already received various recognitions, citations and awards for his exemplary performance and accomplishments in the last six years, foremost among these were the Most Outstanding Public Servant of 2012, given by the Gawad Amerika Foundation, Inc., an organization of Filipino-Americans living in the United States of America, Most Outstanding Local Legislators for 2014 and 2015 given by Superbrands Marketing International, an international arbiter of brands and branding; and the Most Outstanding Filipino Achiever in the field of public service given by Golden Globe Award Council, National Data Research Examiner and Marketing Services, Philippine Best Companies.Com, Sinag News Magazine, and Sinag Foundation.

These awards are concrete confirmation of the vice-governor's outstanding performance and a living testimony of his deep commitment and dedication to serve his constituents to the fullest without any reservation.

At present, Vice-Governor Fernando chairs the Committee on Appropriations. He is also the chairman of the Legislative-Executive Development Advisory Council, vice-chairman of the Provincial Peace and Order Council, Provincial Cooperative Development Council, co-chairman of Provincial Council for the Protection of Children and Provincial Early Childhood Care and Development Coordinating Committee, and SP representative to the Bulacan Local Blood Council.
