GGS 2009 Search is on!

The Sangguniang Panlalawigan has begun its search for this year’s most outstanding city and municipal legislative councils or sanggunians and the legislators behind it, as it formally re-launched its banner program, the Gawad Galing Sanggunian (GGS) 2009.

Envisioned and implemented by the Sangguniang Panlalawigan to give due recognition and appreciation to our local legislators, namely the sangguniang bayans and sangguniang panlungsods, the presiding officers (vice-mayors), the councilors and the secretaries, for their commendable efforts of making significant and relevant legislations complementary to the efforts of the local government units to come up with effective and efficient public service beneficial to the community, this year’s search will be the last for the present Sangguniang Panlalawigan, the 6th SP, before its term ends in June 2010.

Initial activities undertaken by the Sangguniang Panlalawigan included convening of the Provincial Selection Committee and the Screening Committee to devise the evaluation methods and selection procedures to be used by the committees and to discuss all other matters pertaining to the successful implementation of the program. Promotion and dissemination of the program to the 24 sangguniang bayans/panlungsods followed.

The Office of the Secretary to the Sangguniang Panlalawigan, program secretariat, had already disseminated the program to the 3 Sangguniang Panlungsods and 21 Sangguniang Bayans and right now receiving records and other documents from the sangguniang bayans/panlungsods as part of the requirements set forth by the committees.

Visitations and observations by the Screening Committee to the sangguniang bayans/panlungsods were scheduled in October and November to monitor the sessions of the sanggunians and the performance of the session participants; inspect the venues, facilities and equipment use in the conduct of sessions and the offices of the secretariats and check their records and other legislative documents.

After visitations, the screening committee members will sit down to evaluate their observations and findings as well as the documents submitted by the sanggunians, after which, they deliberate and come up with a short list (finalists) that will be submitted, together with a summary report, to the Selection Committee. For their part, the members of the selection committee will conduct interviews of the finalists taking into considerations the summary report submitted by the screening committee. After this, they deliberate to finally choose the winners of the prestigious awards.
