Former Board Member Teofilo Rivera, Jr. Dies at 57

City of Malolos – Former Board Member Teofilo O. Rivera, Jr. of the Third District succumbed to heart attack last August 13, 2015 at age 57. Board Member Jun, as he was fondly called, first became board member of the Sangguniang Panlalawigan by virtue of his election as Provincial President of the Liga ng mga Barangay (LnB), and served as ex-officio member from August 7, 1989 to June 30, 2001, and later was elected as board member of the third district and served for one term from July 1, 2001 to June 30 2004. 

Rivera, who served for more than 13 years as member of the august body, was an epitome of what a true and exemplary public servant should be and had served his provincemates to the best of his ability and capability, especially in the realm of legislation. Some of his noteworthy contribution as an outstanding legislator were the passage of the following ordinances:

Panlalawigang Kapasiyahan Blg. 89-595 (Kautusan Blg. 5) - Nagpapatibay sa Pagkakalikha ng Barangay Sapang Pahalang, San Rafael, Bulacan;

Resolution No. 92-448 (Provincial Ordinance No. 4) - An Ordinance Establishing Monitoring Stations at the Barangay and Municipal levels and the Creation of the Provincial Monitoring and Enforcement Team and for other Purposes;

Resolution No. 92-450 (Provincial Ordinance No. 5) - An Ordinance Prescribing Fees/Charges for Acquisition of Mining Rights An Angateño by birth (he was born in Barangay Niugan, Angat, Bulacan), Board Member Rivera, aside from being an excellent local legislator, was also a very successful businessman who excelled in the field of “aquaculture.” A proud owner of a 14 hectare fishpond located in Cabangan, Zambales, he was a past president of the White Shrimp Growers Association in Luzon. An active member and officer of the Bulacan Chamber of Commerce and Industry (BCCI), he was acknowledged by the chamber as “Most Outstanding Bulacan Businessman” in the year 2000.  Because of his sudden demise, the Sangguniang Panlalawigan on August 18, 2015 had adopted Kapasiyahan Blg. 272-T’15, jointly authored by Vice-Governor Daniel R. Fernando, Board Member Rino V. Castro, Board Member Norinyl B. Sulit-Villanueva and Board Member Josef Andrew T. Mendoza, to confer Posthumous Recognition to the late legislator and to express sincere sympathy and condolences to his bereaved family.  A necrological service (Luksang Parangal) was also conducted by the Sangguniang Panlalawigan on August 19, 2015 held at Paltoc, Niugan, Angat, Bulacan, where the wake for the late board member was being held, attended by both the officials and employees of the Provincial Government, headed by Provincial Governor Wilhelmino M. Sy-Alvarado and Vice-Governor Daniel R. Fernando, the friends and relatives of the deceased, as well as, by former colleagues of the deceased in the Sangguniang Panlalawigan.  His remains were buried at the Donacion Cemetery in Angat on August 20, 2015. He was survived by his loving wife, Teresa and seven children and a score of grandchildren.
