Description of the Program
Gawad Galing Sanggunian (GGS) is an annual program of the Provincial Government of Bulacan, through the initiative of the Sangguniang Panlalawigan, which acknowledges and confers awards to outstanding municipal and city sanggunians, presiding officers, councilors and secretaries for their exemplary performance and accomplishments.
Formerly known as Search for Outstanding Sangguniang Bayan Awards, the project was renamed as Gawad Galing Sanggunian or GGS in 2006 by virtue of Provincial Ordinance No. 2006-05 (Provincial Resolution No. 2006-331), authored and sponsored by Board Member Rodrigo S. Santos and Board Member Glenn B. Santos and enacted by the Sangguniang Panlalawigan on September 4, 2006.
GGS was envisioned and implemented by the Sangguniang Panlalawigan primarily for the purpose of giving due recognition and appreciation to the local legislators – the sangguniang bayans and sangguniang panlungsods, the presiding officers (vice-mayors), the councilors and the secretaries, for their commendable efforts of making significant and relevant legislations complementary to the efforts of the local government executives in coming up with effective and efficient public service beneficial to the community.
On May 14, 2008, the program was further amended by virtue of Provincial Ordinance 02-S’08 (Provincial Resolution No. 099-S’08) authored by Board Member Glenn B. Santos and Board Member Michael C. Fermin, to include the following amendments:
- Changes in the compositions and functions of the following committees: Executive Committee, Selection Committee and Screening Committee;
- Changes in the number of winners in the category of Most Outstanding Sangguniang Bayan/Panlungsod: To give two separate awards for the category, one for Most Outstanding Sangguniang Bayan and one for Most Outstanding Sangguniang Panlungsod;
- Changes in the amount of cash prizes which were increased;
- Adding of other categories for the Special Awards; and
- Changes in criteria for selection.
General Objectives
- To recognize, honor and reward the exemplary performance of our local legislators for their significant contributions towards the realization of the vision and mission of their respective local government units, and of the province in a broader perspective, especially in the promotion of peace and progress;
- To encourage and inspire the local legislators to become more effective and efficient partners of the executive in the upliftment of peace and progress in the province
Specific Objectives
- To select the deserving Sangguniang Bayan/Panlungsod with the most commendable performance and achievements in the realm of legislation and other related activities that had contributed to the general welfare of the community;
- To select the most outstanding Presiding Officer who had shown exemplary leadership in guiding his/her sanggunian towards an orderly and efficient performance of their work as a legislature;
- To select the most outstanding SB members (councilor) who excelled in his/her performance as a legislator and had authored and/or sponsored relevant ordinances;
- To select the most outstanding SB secretary who excelled in his/her performance as secretary of the sanggunian contributory to the conduct of an efficient and orderly sessions and the proper safekeeping of documents.
