The LEGISLATIVE LIBRARY AND ARCHIVES of the Sangguniang Panlalawigan of Bulacan is located inside the Office of the Secretary to the Sangguniang Panlalawigan (OSSP). It is the repository of all the legislative documents produced and acquired by the Sangguniang Panlalawigan through the years from 1964 to the present.

The LLA was conceived by SP Secretary Alicia S. Javier when she took over the helm of the Secretariat in 1992. After some scanning and assessment of the office, some major changes were made in the office, which incidentally was moved three times from its original location to its present location because of some major constructions and improvements of the Provincial Capitol building. When the office was moved into a more spacious location, Sec. Javier put her staff on the task of sorting out, categorizing, and consolidating the voluminous resolutions and ordinances, and other legislative documents housed in an old safety vault which actually took years to finish. From disorganized bundles and bundles of legislative materials covered with dusts and webs, these important documents were classified and systematically organized and put into boxes and shelves but temporarily placed in one corner of the still not-too-spacious office.

In 1998, the realization of coming out with a mini-library of sorts came into being when some shelves were built within the small office of the secretariat to house the more than a hundred boxes of resolutions, ordinances, journals, and other materials, plus books and reference materials on legislation. This became an added boost to the performance of the Sangguniang Panlalawigan. Finally, in 2006, when the office of OSSP was renovated, the LLA not only became a part of the office of the secretariat, but a large portion of it, occupying almost a third of the entire office. Presently, the LLA serves not only as a house for the legislative documents of the Sangguniang Panlalawigan but also as a source of research and information materials for the Sangguniang Panlalawigan members and their staff, as well as the different agencies or individuals, including the general public, especially students, doing research and studies on legislative matters.

The contents of the LLA include the following:

1. 34,166 excerpts of resolutions/ordinances (and still adding up by the day)
2. 1076 hardbound copies of minutes of sessions
3. 85 logbooks
4. 310 books on legislation, law, jurisprudence, etc.
5. 462 pamphlets, hand-outs, etc.
6. An unspecified number of newspaper clippings of published provincial ordinances
7. Compilations of Calendars of Business (Agenda)
8. Various publications acquired through the years
9. More than 11,000 index cards
10. Digitized versions of ordinances and resolutions in compact disks, and many more.
